It is intended that the Secretary for Chinese Affairs or some officer in his department shall be appointed Protector

ofJuvenile Labour under the Ordinance.

It is also intended that blank register forms shall be supplied free by the Govern-

ment.

25.

In my opinion this is an Ordinance to which His Excellency the Officer Administering the Government may properly consent in the name of His Majesty and on His behalf.
